I expect the chain of command to be respected. If someone has been promoted to a high rank it is because they have earned it.

Fleet Leaders:
The President, Vice President, and Secretary of Defense have all the privileges and responsibilities of the rank.



President
Billy Joe Bob
Fleet owner. If you have a problem in or with FDR, it is ultimately his responsibility.



Vice President
Bridgeburners
Second in command. He has the reigns if the President is indisposed.



Secretary of Defense
Comsat Angel
Responsible for organizing the fleet for offense and defense. Declares war and determines strategies. Outranks all other members in matters of war.



Chief of Staff:
Beano
A trusted fleet member who has proven willing and able to work for the good of the fleet. The Chief is empowered to mobilize the fleet when it is appropriate to respond to an online attack, and to resolve disputes between fleet members



UN Envoy:
IntentionalStance
Officially responsible for keeping in touch with a specific ally, and advocating their needs here in FDR.



Chief Administrator
Odo fitz Gilbert
These members participate deeply in fleet events, and contribute to fleet discussions. In recognition for their continued dedication to the fleet they have been promoted in rank.



Bureaucrat:
Bureaucrats are a vital part of making the New Deal a reality. They have permission for Mass Mail and can loan from the armory.



Citizens:
New members of The New Deal. They have permission to Mass Mail.

President:
Fleet Owner


Vice President:
If the owner dies, this man is the next in line. Granted all privileges.


Secretary of Defense:
The Secretary of Defense is in charge of preparing the fleet for war and running the war. If you are asked to do something by the Sec Def obey immediately. If you have an issue please notify the fleet leader after the war. The Sec Def has all permissions.


Chiefs of Staff:
These are trusted fleet leaders who have proven willing and able to work for the good of the fleet. Chiefs are empowered to mobilize the fleet when it is appropriate to respond to an online attack, and to resolve disputes between fleet members The Chiefs of Staff can mass mail and loan from the armory.
